PORTLAND — Detectives have made a second arrest in connection with the Feb. 10 shooting death of Serge Mulongo in the Parkside neighborhood.

Moses Okot, 21, was arrested at 4 p.m. Thursday at Portland Police headquarters, after an interview with detectives. Okot has been charged with murder, and is scheduled to make his first court appearance this afternoon. He is being held without bail at the Cumberland County Jail.

According to a police affidavit, Okot was driving a vehicle belonging to 24-year-old Daudoit Butsitsi on the night Mulongo was shot.

Police say Butsitsi was the man who fired several gunshots at Mulongo, killing him on a porch outside 218 Park Ave. Butsitsi was arrested last week and made his first court appearance on Tuesday. He also is being held without bail.

According to a press release issued today by Capt. Ted Ross, Okot voluntarily went to the Portland Police Department on Thursday. He was interviewed and then arrested. The investigation is ongoing.
