The Portland City Council’s Finance Committee today voted unanimously to recommend a municipal budget that increases the tax rate by 1 percent and keeps the Riverton Branch library open for at least one more year.

The committee also voted 2-1 to increase the price of the blue pay-as-you-throw trash bags by 25 cents for small bags and 50 cents for large bags. The fee filled a $350,000 hole in the city’s $196.2 million budget.

There will be a hearing Monday on the recommendations, and a final vote is scheduled for May 17.
