PORTLAND — A surge in water pressure may have caused a pipe to burst and to flood the intersection of West Kidder Street and Washington Avenue this afternoon.

A city dispatcher said construction work is taking place in that area, and may also have been a contributing factor.

The city started receiving complaints of street flooding around 5:30 p.m. The Portland Water District is at the scene.
