Ali Rikan, a resettled refugee from Iraq and manager of Babylon Restaurant, which is owned by his brother and sister, meets with Anne Richard, assistant secretary of state. Richard came to Maine on Friday to meet with local resettled refugees, particularly in the Iraqi and Somali communities, and resettlement agencies. A news release about the visit referred to Portland as a model for refugee resettlement.
