The Westbrook Planning Board is scheduled to vote Tuesday on whether to approve a 183-unit housing development off Spring Street.

Risbara Bros. of Scarborough is proposing to build 53 single-family and duplex homes, 32 condominiums and 98 market-rate apartments on 37 acres of former farmland.

The Planning Board will hold a public hearing followed by a vote on the site plan at its meeting at 7 p.m. Tuesday in Room 114 at Westbrook High School.

The project would be the largest subdivision built in the city in more than a decade, is called Blue Spruce Farm after the original name of a farm there. Developer Bill Risbara said construction would start immediately after approval and the entire project would take three to five years to build out. He expects the first residents to move into homes and apartments later this year.

Single-family homes at Blue Spruce Farm would start at $225,000 and the apartments would start at $1,100 a month for a one-bedroom, Risbara said.

Risbara believes the $30 million project will attract a mix of residents, from first-time homeowners to empty-nesters.

The development spans two parcels of land that Risbara Bros. purchased – the former Clarke and Richards farms. The property includes green space and trails along the Stroudwater River.

The location, across the street from Twin Falls Golf Club and near downtown Westbrook, the Maine Turnpike and the Maine Mall, was what drew the developer’s interest.

“It’s close to everything,” Risbara said.
