Photos of former President George W. Bush and members of this administration in the hours following the attacks of Sept. 11, 2001, show the emotions of the nation’s leaders as they decided how the United States should deal with the act of terror.

The never-seen-before-photos were released in response to a Freedom of Information Act request filed by Colette Neirouz Hanna, coordinating producer for the Kirk Documentary Group, which covered the Bush administration in many films for FRONTLINE, according to a post on PBS.org.
