A Lyman man has filed a federal lawsuit against the city of Saco and individual members of its police force, accusing officers of using excessive force against him during a 2013 traffic stop.

Daniel Morin says in the lawsuit, filed Friday in U.S. District Court in Portland, that when he was pulled over on a motorcycle on Sept. 8, 2013, after crossing from Saco into Biddeford, a police officer kicked him to the ground and used a Taser on him.

The lawsuit, filed on Morin’s behalf by his attorney, Peter Clifford, says that Morin suffered a head injury, back and neck injuries, disc abnormalities and leg injuries that required “significant medical attention and expense” as a result of the excessive force.

Morin names as defendants the city of Saco, Police Chief Bradley Paul and officers Scott Sicard, Nicholas Stankevitz, Robyn Stankevitz and Kyle Cutler. He accuses them of assault and battery, negligence and violating his constitutional rights by use of violence, among other charges.

Morin is seeking compensatory damages, punitive damages and other fees from the city.

An attorney for the city, Timothy Murphy, could not be reached for comment Friday afternoon.
