Registrations are being accepted for a Military Family Expo to be offered for all service members, veterans, and military families Sept. 17 at Grappone Conference Center in Concord, N.H.

The free, family-friendly event will feature New York Times bestselling author former Capt. Luis Carlos Montalván, a wounded warrior, and Tuesday, the golden retriever who saved him. This will be an opportunity for attendees to connect with military resources, employers and each other. There will be DIY workshops, a health fair, self-care spa, coffee lounge for vets and refreshments.

CAPE ELIZABETH

Richard E. Wallen has been selected for promotion to the rank of colonel in the Air Force.

Wallen is serving as the Air Force Education and Training Program director with the 959th Medical Group, Joint Base San Antonio-Fort Sam Houston, Texas. He has served in the military for 28 years.

Wallen is a 1985 graduate of University City High School, San Diego, Calif. He earned a bachelor’s degree in 1993 from San Diego State University, San Diego, Calif.

He is the son of Ellen Moscinski, of Cape Elizabeth.

AUGUSTA

Brig. Gen. Douglas A. Farnham, the adjutant general for the Maine National Guard, has announced that current Maine National Guard service members may attend post-secondary institutions tuition-free.

The tuition bill, part of L.D. 1612, was signed into law on April 14. The bill provides free in-state tuition rates to the University of Maine system, Maine Maritime Academy and the Maine Community College System.

For Maine National Guard service members to be eligible for this benefit, they must be enrolled, or accepted, into a post-secondary education institution and not have previously earned a bachelor’s degree or equivalent.
