A recent letter (“Name reflects shift on immigration,” Page A6, Feb. 25) mischaracterized the functions and responsibilities of the Department of Homeland Security’s Immigration and Customs Enforcement agency.

The author of the letter, James Norton of South Portland, referred to ICE as the “successor” to the Immigration and Naturalization Service when, in fact, three functions were rolled into the DHS, and one of those, the U.S. Citizenship & Immigration Service, performs the “service” function that Norton laments has been neglected.
