DAVIE, Fla. — Miami Dolphins quarterback Jay Cutler was ruled out of Sunday’s game at New England because of a concussion and backup Matt Moore will make his second start of the season.

Cutler practiced Friday, but remains in the concussion protocol. He threw three interceptions in Sunday’s loss to Tampa Bay before leaving at halftime because of his injury.

Moore threw for 282 yards and a score in the second half. He started for an injured Cutler three weeks ago at Baltimore and Miami lost, 40-0.

Guard Jermon Bushrod (foot) and defensive end William Hayes (back) also were ruled out.

SAINTS: New Orleans ruled out its top two cornerbacks for Sunday’s game at the Los Angeles Rams: Marshon Lattimore and Ken Crawley.

Lattimore, the top cornerback selected in last spring’s draft at 11th overall, hasn’t practiced since twisting his left ankle Sunday during a victory against Washington. Crawley, a second-year-pro, also hasn’t practiced this week. He has an abdominal injury.

49ERS: San Francisco released linebacker Ray-Ray Armstrong to make room for the return of defensive lineman Tank Carradine.

Carradine will be activated from injured reserve before Sunday’s game against Seattle. He’s been out since injuring his ankle in Week 3 against the Rams.

CHIEFS: Linebackers Dee Ford and Terrance Smith were ruled out for Sunday’s game against Buffalo, and newly signed cornerback Darrelle Revis could be active for the first time this season.

Coach Andy Reid said Revis, who signed a two-year deal Wednesday, moved around well in practice. Reid said it was clear the seven-time Pro Bowl pick has been out for a while, but “he looked good moving around.”

CARDINALS: Wide receiver Larry Fitzgerald was fined $24,309 by the NFL for an illegal crackback block against Houston last Sunday.

Fitzgerald was assessed a 15-yard penalty after Adrian Peterson was stopped for no gain on the play, which occurred midway through the first quarter of the Cardinals’ 31-21 loss at Houston.

JETS: Running back Matt Forte will be a game-time decision to play against Carolina because of his ailing right knee.

Forte returned to practice on a limited basis, which marked slight progress after he hadn’t practiced or played since running for a season-high 77 yards Nov. 2 against Buffalo.

BILLS: Coach Sean McDermott isn’t ruling out receiver Kelvin Benjamin from playing Sunday at Kansas City even though Benjamin hasn’t practiced since hurting his right knee last weekend.

McDermott said Benjamin is considered day to day and was listed as questionable. Benjamin was hurt while being tackled after making a 20-yard catch during Buffalo’s opening drive Sunday in a 54-24 loss at the Los Angeles Chargers.

JAGUARS: Cornerback Jalen Ramsey said he won’t play Sunday against Arizona.

Ramsey was put on the team’s injury report after jamming his hand on a pass play in practice.
