— Here is a list of the awards presented at Friday's fourth annual Portland Police Awards Breakfast:

Officer Stephen Black, for stopping a man armed with a rifle who was preparing to enter a church in May 2009.


Officer Jessica Brown, rescued someone attempting suicide by jumping from Maine Medical Center in October 2009.

Detectives Richard Vogel and Karl Rybeck, and Officer Joseph Bliss, for developing critical information regarding three bank robberies during fall 2009 and ultimately arresting the man responsible for the robberies.

Officer Christopher Coyne and K-9 Tony, for efforts leading to the location of a critically injured male during June 2009.

Officers Henry Johnson and Daniel Townsend, for efforts leading to the arrest of suspects in multiple commercial burglaries in November 2009.

Officer Robert Pelletier, for efforts leading to the discovery of suspects in distribution of counterfeit money during February 2009.

Officer P. Jason King, for negotiating with a murder suspect and facilitating his peaceful surrender during May 2009.

Sgt. John Nueslein and Officers Amie Rapa and Daniel Townsend, for investigating an armed robbery in progress and arresting two suspects in March 2009.

Detectives Cheryl Holmes, Jeffrey Viola and Jeffrey Calloway, Sgt. Frank Gorham and Officer Henry Small, for investigation of suspected drug suppliers and the successful removal of weapons and multiple pipe bombs in October 2009.

Officer Stephen Black, for the investigation and capture of an armed robbery suspect in November 2009.

Officer Robert Pelletier, for developing information that led to identification of a bank robber in March 2009.

Detectives Joseph Fagone and Christopher Giesecke, for efforts leading to the arrest of suspects in multiple Deering burglaries in 2009.


Officers Timothy Farris, Michelle Cole, Coreena Behnke, Jeff Druan, John Cunniff and Tyler Matthewson, for developing an Explorers program in the Portland Police Department.

Sgt. Robert Martin and Officers Nicolas Goodman, Christian Stickney and K-9 Taz and Eric McCusker, for capturing three suspects in a residential burglary on Lane Avenue in July 2009.

Telecommunicators Joyce Dees, Kurt Elkanich, Jessie Cotton and Lisa Riddell and telecommunications supervisor Debbie Doucette, for efforts in a weapon call and subsequent police-involved shooting in April 2009.

Officers Alissa Poisson, Christian Stickney and Christopher Mitchell, for rescuing a suspect from a crashed and burning vehicle in March 2009.

Sgts. Scott Pelletier and Andrew Hutchings; Officers Cong Van Nguyen, Timothy Farris, Terry Fitzgerald and Anthony Balzano and K-9 Nik; Detectives Brian LeTarte, Joseph Fagone and Richard Swift; evidence technicians John Halpin, Kevin MacDonald and Victor Cote; and telecommunicator Jamie Morrisseau, for their investigation into multiple thefts of inspection stickers that culminated in the arrest of two people in March 2009.

Sgt. Scott Pelletier, Officers Roland LaChance, Coreena Behnke and Timothy Farris; and telecommunicators Bonnie Ray and Herbert Dennison, for efforts in dealing with a suicidal male in a parking lot of BJs Wholesale in April 2009.

Sgt. Scot Mattox; Officers Joseph Ingegneri, David Argitis, Jessica Brown, Nicolas Goodman, Christian Stickney and Robert Hawkins; and Detective Andrew Hagerty, for investigating an Orono Road robbery and identification of the suspect during November 2009.

Officer Kevin Haley and telecommunicators Hiram Del Rio and James Richards, for efforts in identifying and locating a suicidal woman on Tukey's Bridge in November 2009.

Officers Timothy Farris, Christopher Dyer and Anthony Ampezzan; evidence technician Christopher Stearns; and Detective Bryan LeTarte, for efforts in apprehending a suspect in multiple motor vehicle burglaries during August 2009.

Detectives Cheryl Holmes, Jeffrey Viola and Jeffrey Calloway, for investigation of drug trafficking in the Dow Street neighborhood.

Officers John Morin, Christopher Dyer, Jessica Googins, Joseph Ingegneri, Daniel Aguilera, Jeffrey Ruth and Christian Stickney and K-9 Taz; Detective Barry Cushman; and evidence technician Victor Cote, for investigating a burglary on Leland Street and successfully apprehending the suspect after extended foot pursuit in December 2009.


Officer Christopher Stearns, for efforts in coordinating, ordering and inventorying equipment for the METRO Crime Lab.

Officers David Cote and Shawn Gagnon, for development of sheets for organizing and managing multiple patrol teams simultaneously.

Sgt. Kevin Cashman, Officers John Curran, David Argitis and Daniel Townsend; and telecommunications supervisor Brad Williams, for efforts in implementing an organizational schedule change.

Officer Raymond Ruby, for developing, coordinating and implementing the Portland Athletic League.


Officer Ryan Gagnon, for saving a subject threatening to commit suicide by talking him out of his apartment in November 2009.

Officer Andjelko Napijalo, for efforts leading to the discovery of child pornography during 2009.

Officer Daniel Knight, for self-initiated efforts leading to the identification of a suspect in multiple armed robberies during spring 2009.


Sgt. Thomas Chard, for efforts in developing and maintaining the quality of training for K-9 units in the Greater Portland area.

Special agents Steven Gorham, Jason Pitcher, Phil Robinson and Matthew Cyr; and agent John Morris, for investigation of dangerous drug suppliers and successful removal of weapons and multiple pipe bombs from the City of Portland during October 2009.

Special agents Jason Pitcher, Phil Robinson, Matthew Cyr and Lynn Doucette; and agent Michael Grasso, for investigation of drug trafficking in the Dow Street neighborhood.


Melanie Kitchen, for assistance with a lost 3-year-old boy in February 2009.

Lynda Morgan-Moore, for efforts in providing first aid to a suspect removed from a crashed and burning vehicle during March 2009.

Bill Johnson, for continued support of the Portland Police Department through his vehicle maintenance.

Gary Goddard and Charles Wordell, for efforts in producing printed material for investigators.

Vicki Bourett, for efforts in developing, designing and improving presentation material related to COMPSTAT during 2009.

Steve Martin, for efforts leading to the discovery of suspects in distribution of counterfeit money during February 2009.

David Chase, for continued support of the Portland Police by providing the Hazardous Device Team location for examination and disruption of devices.

Dr. Mark Mills, for his continued support of the Portland Department canine unit.
