If you're in the city this morning, be sure to look up.

On Thursday you could look just about anywhere - windos, buildings, statues - to see how much love the Valentine Bandit has for Portland. But today you can still feel the XOXO.

Usually, Joe, as in Mr. Bornstein, just wants us to CALL him.

Except when there's a PARK .... BAN.

Now we know that JOE really cares.
