Chunks of ice sweep away from the steel hull of the tugboat Andrew McCallister as it travels along the Fore River on Feb. 13. While tugs, ships, ferries and barges are still able to navigate in the ice-clogged harbor waters, smaller fishing vessels have had to stay at the pier. Workers along the Portland waterfront say they haven’t seen the harbor frozen to this extent in more than three decades.
