CONCORD, N.H. — Republican state Rep. Marilinda Garcia announced her campaign for the 2nd Congressional District on Monday, saying she wants to bring a youthful perspective and an understanding of how to run government efficiently to Washington.

Garcia, 30, is in her fourth term representing Salem. She joins former state Sen. Gary Lambert in seeking the GOP nomination for the chance to take on U.S. Rep. Annie Kuster, a Democrat elected in 2012.

Garcia said she decided to run because the state is being hurt by an “overreaching federal government” that punishes entrepreneurship and takes away freedoms. She wants to replace President Barack Obama’s health care overhaul law with what she calls patient-centered reforms, and said much of her work in the state Legislature has involved pushing back against unfunded federal mandates.

“We spend a lot of time doing damage control,” she said.

Garcia does consulting work in the cyber security industry. During her time at the Statehouse, she has sponsored or co-sponsored 21 bills, seven of which have been signed into law, including one extending the state’s research and development tax credit and another authorizing a program to promote the investment of venture capital funds in state businesses.

The 2nd District, which encompasses all but the eastern portion of New Hampshire, is considered a swing district in a swing state. The seat has switched parties three times in the last four elections, and a WMUR-TV Granite State Poll released last month showed Kuster and Lambert about even.

Democratic Party spokesman Harrell Kirstein called both Garcia and Lambert “loyal rubber-stamps” to former House Speaker Bill O’Brien who will pander to the “same extreme right fringe of the Republican Party that forced the federal government shutdown.”
