A Portland police officer gives instructions to a motorist Wednesday after a 1.4-mile stretch of Baxter Boulevard was closed for an eight-month sewer improvement project to reduce overflows of contaminated water into Back Cove. Drivers are encouraged to avoid the area by using Interstate 295, Brighton Avenue or Riverside Street. Below, a map showing the closed section and which streets are open to local traffic.
