A Windham man was arrested last week for failing to register as a sex offender, a Class C felony.

Charles Leonard, 51, of 92 Main Street in South Windham, was arrested Oct. 31 on a charge of failing to comply with the sex offender registry act. The act requires anyone convicted of sexually based crimes against minors to regularly register with local police.

The October arrest was Leonard’s second arrest in six months for failing to comply with the sex offender law. He was arrested in late July for failing to register and at that time, received a misdemeanor offense and was ordered to pay $500. Since he hadn’t registered or paid the fee from a second three-month period (July to October), Windham police Detective James Boudreau arrested him on Oct. 31 for failing to register and pay the $500 fine. Leonard’s second offense carries the higher penalty, a Class C felony.

At the time of the second arrest, Leonard was still serving time in the Cumberland County Jail. Sheriff’s deputies made the arrest. Leonard has been released on bail from Cumberland County Jail. A court date has not been set.
