Town councilors came several steps closer to allowing private windmills in Cape Elizabeth during a workshop at Town Hall Monday night.
Councilors didn’t take any action, but came to a consensus on the following items, according to Town Manager Michael McGovern:
• Small wind energy system applications are to be reviewed by the code enforcement officer and will not require Planning board site plan review.
• Both monopole- and guyed-style towers should be permitted.
• The property line setback from the center of the tower should be 110 percent of the tower height.
• The setback for any guy wires should be same as the setback for any structure in the applicable zoning district.
• A blade at its lowest point shall be no closer than 20 feet from the grade level.
• Towers must be designed so as to not allow climbing within 12 feet of the ground.
• Wind towers should not have any appendages other than those incidental to the primary use.
• There should be no signage other than safety-related signage.
• There should be no lighting on the tower. This includes no holiday lighting.
• All wiring should be underground.
• Non-functioning or retired units should be repaired or removed after a period of one year of new usage.
Councilors asked McGovern and Town Planner Maureen O’Meara to work with the Ordinance Committee on setting up a follow-up meeting. No date has been specified.
