CAPE ELIZABETH — The Town Council has a full agenda scheduled for Monday, July 12, and starting at 6 p.m. will discuss everything from rooster noise complaints and speed limit restrictions to recycling efforts and communication strategies.
The 6 p.m. council workshop will take place at Town Hall and will include a review of the council’s environmental goals. Councilors will consider a pay-per-bag trash system and share research on how to increase residential, school and municipal recycling.
They will discuss collaboration efforts with the Cape Land Trust and Farm Alliance, the start of the Open Space and Greenbelt Management Plan, the agricultural ordinance provisions and land use regulations within the Comprehensive Plan. Other environmental goals include the creation of electronic council packets and the ability to pay tax bills online.
At its 7:30 p.m. meeting, the council is expected to receive a draft communications strategy that was created to improve effective communication with citizens on municipal services and local issues.
With this strategy in place, citizens can expect to more easily obtain information about local government and complete routine municipal transactions at their convenience. Meeting rooms and procedures will be structured to better enhance public engagement and citizens will have the opportunity to respond to and determine local decision making. The strategy includes a plan to provide municipal information both online and in print, and to brand a clearly recognized Cape Elizabeth identity.
In other business, the council will consider a citizen request to ban roosters in residential areas due to noise complaints. Residents John and Debra Maley of Ocean House Road have asked the council to consider creating an ordinance that would reflect the action.
Another citizen request to be considered would reduce the speed limits on Spurwink Avenue and a portion of Scott Dyer Road. Kenneth and Martha Keller of Spurwink Avenue would like the speed limit reduced from the current 35 mph to 30 or 25 mph.
Councilors will also schedule a workshop to further discuss revenue-generating opportunities and capital needs at Fort Williams Park.
