AUGUSTA — Maine Gov. John Baldacci says nearly all states are struggling with balancing their budgets under the weight of the sluggish economy.

In his weekly radio address today, Baldacci recounted last weekend’s National Governors Association meeting, which was held in Boston.

He said the meeting gave governors a chance to work together and share ideas on issues such as economic development, health care and cutbacks in federal money.

After the National Governors Association meeting, New England governors met with premiers from eastern Canada for a separate day of meetings.

There, Baldacci said he signed an agreement on offshore energy research with the Nova Scotia premier.
