The Westbrook City Council gave final passage Monday night to a nude-entertainment ordinance.

City Administrator Jerre Bryant said the ordinance was approved by a vote of 7-0.

He said the ordinance bans total nudity, prohibits touching between dancers and customers, forbids the serving of alcohol and requires the establishment to close by 1 a.m.

The ordinance was developed after Dreamers Cabaret, a strip club, opened Sept. 17 on Warren Avenue.

Dreamers was shut down the next day, after the city’s fire inspector cited code violations related to fire alarms, sprinkler coverage and state construction permits. Bryant said the club remains closed because of code violations.

Bryant said the club’s attorney, Tom Hallett, attended Monday’s council meeting but did not speak. He could not be reached after the vote.

“(Dreamers) is a permitted use, but with restrictions,” Bryant said.

Bryant said the ordinance is retroactive to Sept. 22. Though the club opened Sept. 17, it did not open legally, in the city’s view.
