KITTERY — The Navy is planning to invest $16 million in construction and modernization work at the Portsmouth Naval Shipyard.

The work will be done on one of three docks used for submarine engineering overhauls.

In a November letter to the Office of Management Budget, Maine Sens. Olympia Snowe and Susan Collins, and New Hampshire Sen. Jeanne Shaheen, expressed concern that the shipyard has had to rely on funding requests from individual members of Congress. Without such funds, the senators said they would have serious concerns about the ability of the Navy’s facilities to support efficient shipyard operations and promote employee safety and health.

A Government and Accountability Office report last year found that the backlog of facility improvements at Portsmouth is $513 million.
