Portland’s mysterious Valentine’s Day Bandit, also known as the Valentine’s Day Phantom, once again papered the city with red hearts today, as seen here in a store window on Monument Square. An unknown person or group has decorated the city with red hearts – usually printed on letter-sized paper – every Feb. 14 since 1976, a tradition that has spread to other cities.
