PORTLAND — Mark Rees, currently the town manager of North Andover, Mass., has been selected as the new city manager.

Rees was picked by the City Council following a national search and winnowing out process that resulted in three finalists being named earlier this month. In addition to Rees, acting City Manager Pat Finnigan and Framingham, Mass., City Manager Julian Suso, were in the running for the job.

Rees is being introduced at a noon press conference at City Hall.

North Andover has about 30,000 residents, making it about half of Portland’s population. Its municipal budget of about $20 million is about a 10th of the budget Portland has for city operations.

Rees has worked in North Carolina, Pennsylvania and four different towns in Massachusetts. He has been in North Andover since 2000.

The selection will need to be ratified by the council at its June 6 meeting.
