PORTLAND — A shelter for homeless drug addicts and alcoholics will have to turn away dozens of people starting Monday.

A federal agency’s decision will limit the capacity of the Milestone Foundation’s India Street shelter to 16 beds. City officials are opening Preble Street community center as an emergency relief facility to provide a place to sleep for 43 displaced Milestones residents.

The Milestone Foundation’s India Street facility has 18 medical beds and 41 emergency shelter beds.

At the Preble Street community center, plans are to place mats on the floors for people to sleep on during the nights while a more permanent solution is developed.
