Russ Brookes of Portland’s Horticulture Department trims around the tulip beds Tuesday in Fessenden Park, between Deering and Brighten avenues. The city has begun its annual effort to clean up its flower beds, and on Tuesday also started replacing bricks and repairing sidewalks on Congress Street.
