YARMOUTH — A transformation of the Town Council and School Committee was completed Tuesday with four newcomers elected to town offices.
Voter turnout was light in the election, which included the defeat of incumbent School Committee member Craig Wolff, who was seeking his second, three-year term.
Susan Garrett, 51, who had never run for elected office until she sought a three-year term on the School Committee, placed second among four candidates seeking three seats.
Garrett trailed only Tim Wheaton, a former School Committee member who has also served as chairman. Wheaton had 1,088 votes, Garrett had 902, incumbent School Committee member David Ray received 893 votes, and Wolff finished fourth with 818.
Three new town councilors were elected in uncontested races, with David Craig and John MacLeod winning three-year terms to replace councilors Carl Winslow and Erving H. Bickford. Bickford, who died May 12 after a long illness, had served 24 of the last 34 years on the council.
Pat Thompson won a one-year term on the council, to complete the remainder of the term for Tim Sanders, who resigned.
In an uncontested race for a three-year term as trustee on the Yarmouth Water District, Walter Anderson will replace Bickford, who had served as trustee for 23 years.
Voters overwhelmingly approved the $20.16 million fiscal year 2013 school budget, 1,176 to 469. The referendum question followed the acceptance of each of the school budget “cost centers” at the June 5 annual Town Meeting.
In primary races for the U.S. Senate , state Sen. Cynthia Dill of Cape Elizabeth was the local choice as Democratic nominee, with 341 votes, while second-place finisher Matthew Dunlap had 141.
Town Republicans favored former Maine Sen. Richard Bennett for the GOP Senate nomination. Bennett outpaced the eventual winner, Secretary of State Charles Summers, 253-202.
In the Republican race to be nominee in the 1st Congressional District, Portland businessman Patrick Calder was favored over Maine Sen. Jon Courtney, R-Sanford, by a 393-170 vote.
Town Clerk Jennifer Doten said unofficial results indicated a voter turnout of 22 percent.
