Unpleasant weather lingers in Portland as shown in this photo taken around 8 a.m. Tuesday. High tide is at 2:51 p.m. today and the National Weather Service is predicting a tidal surge of a foot and a half over normal. Maine’s western mountains are predicted to get up to a foot of snow.
