SCARBOROUGH — Habitat for Humanity of Greater Portland will proceed with construction of a 13-lot subdivision off Broadturn Road after the plan received unanimous approval Monday from the Planning Board.

The project is Habitat’s largest, according to Mark Primeau, development associate for the greater Portland low-income housing chapter that was incorporated nearly 30 years ago. 

Historically, Habitat has mostly constructed single, unaffiliated homes sold to low-income buyers who provide sweat equity in return for favorable loan rates. The project in Scarborough represents “a new phase” for the organization, Primeau said. 

An eight-lot Habitat subdivision will be completed this spring in Freeport. 

First presented last April with a proposed 17-24 units, the Scarborough subdivision is slated to be constructed on a 5.5-acre parcel of land that was acquired by the town in 2006, near the Maine Turnpike. 

The project was delayed for a few months in the late fall and early winter while the organization waited to receive its Department of Environmental Protection permit, Primeau said. 

Now, though, “the timing works perfectly because we’re finishing up the last three units in Freeport,” Primeau said.

Construction will begin in the spring, with the installation of an access road.

“That road will likely end up becoming a public road,” Senior Planner Jay Chace said Thursday. When it becomes relevant, that adoption will require approval from the Town Council.

Foundations of each of the homes should be poured by late summer or early fall. “The goal is to get them in before winter,” Primeau said. 

With approval in Scarborough, “We’re already talking in different towns about using the same model to come to their town,” Primeau said. 

Earlier this month, Habitat discussed the possibility with the Falmouth Town Council.
