Saco City Administrator Richard Michaud has notified the City Council he is resigning from his position two months after councilors voted not to terminate his contract.

Michaud said in an email to city councilors on Friday that he is resigning and would like the council to waive the 60-day prior notice so he can care for his wife. He has held the city’s top position since 1999.

Michaud said last summer that he would retire at the end of 2014, but city councilors persuaded him to stay by negotiating an incentive-laden contract. Mayor Don Pilon, who was away when the new contract was negotiated, and two city councilors were angered by the move and refused to sign the contract.

After a two-hour discussion in March, the City Council voted 4-2 against a motion to terminate Michaud’s contract.

The contract allowed Michaud to live outside the city and commute from his New Hampshire home in a city-owned car. He was paid more than $121,000 a year and the city contributed the equivalent of 12 percent of his salary to his retirement plan.
