YORK COUNTY — The York County Community Action Corporation has hired a new deputy director.

Carter Friend brings more than 25 years of management and leadership experience to the organization. 

Friend has held leadership positions with the John T. Gorham Foundation, United Way of Greater Portland, and Legal Services for the Elderly.

He received a bachelor’s degree from Bowdoin College and earned a law degree from Boston College Law School. Prior to moving into the non-profit sector, Friend spent six years as an attorney at Verrill Dana.

As an engaged member of the community, Friend has served on the Cumberland County Advisory Committee of the Maine Community Foundation, the Harvard Pilgrim Health Care Foundation Board of Directors and the Portland Public Schools Superintendent Search Committee. He lives with his family in Portland.

Friend’s responsibilities for YCCAC will include working in partnership with the Executive Director and Chief Financial Officer, providing leadership and management to ensure that the organization’s programs operate at an optimal level.

He also will provide guidance in support of the agency’s client-centered environment, thereby advancing YCCAC’s mission that all York County residents have the opportunity to participate fully in the community and live in decency. He may also serve as the organization’s chief administrator in the executive director’s absence.

York County Community Action Corporation is a private non-profit organization serving York County residents since 1966.

The mission of the agency is to “alleviate the effects of poverty, attack its underlying causes, and to promote the dignity and self-sufficiency of the people of York County, Maine.”

YCCAC programs include WIC, Head Start and Early Head Start, Economic Opportunity, Energy Services, Weatherization, Transportation, Community Outreach, and Nasson Health Care.
