Flag Day was declared by President Woodrow Wilson in 1916 and was officially established a national observance in 1949. The date commemorates the 1777 anniversary of the Second Continental Congress’s Flag Resolution to adopt the red stripes and white stars in a blue field, like a “new constellation.”
