The University of Maine System has issued a new request for proposals to purchase the Hutchinson Center in Belfast after scrapping an agreement with an evangelical church.

The UMaine System announced it would be restarting the bidding process in September after rescinding an award they had given to Calvary Chapel Belfast. The system said that its criteria failed to account for the full financial impact of each bid, including the potential cost-savings associated with not having to move an internet network hub.

The original decision to award the bid to Calvary Chapel sparked criticism from neighbors and two other bidders who appealed the selection: Waldo Community Action Partners and the Future of Hutchinson Center Steering Committee.

A spokesperson for the system said in a statement Friday that all interested parties, including those who previously applied, “have the same equal opportunity to submit offers responsive to the new solicitation by that deadline.”

Potential buyers have until 5 p.m. on Nov. 1 to file a bid.

UMaine asked that the applicants maintain the university system’s internet infrastructure in the main building so it can continue providing connectivity in the Midcoast. Whoever buys the site will have to lease that space back to the university for at least five years.

UMaine said the building was appraised at more than $2.5 million. It includes a 30,515-square-foot main building, a barn and 11.6 acres of land.

The school system received it from the Bank of America as a gift in 2007.
