RSU 14 Assistant Superintendent Christine Frost-Bertinet has been named Maine’s 2025 Assistant Superintendent of the Year. The award is presented annually by the Maine School Superintendents Association, along with a Superintendent of the Year.

RSU 14 covers the Sebago Lakes-area communities of Windham and Raymond, 20 miles west of Portland. The district includes six schools, 750 staff members and more than 3,000 students. Frost-Bertinet has been RSU 14’s assistant superintendent since 2019.

In that time, she has implemented a pre-K program, overseen the allocation of millions in pandemic relief funds and been an important part of the district’s strategic planning and equity team, according to a statement from MSSA.

RSU 14 Superintendent Chris Howell also praised Frost-Bertinet’s response to the COVID-19 pandemic and focus on community development.

“Her problem-solving skills and dedication to optimizing processes for the benefit of students and staff further underscore her exceptional qualifications for this recognition,” Howell said.

“Christine has continuously demonstrated strong leadership, providing guidance and support to students and staff members alike,” said Eileen King, executive director of the MSSA. “By collaborating with other school districts in the region and community groups, she has worked tirelessly to ensure every student in her district receives a quality education.”

On RSU 14’s website, Frost-Bertinet describes her own teaching philosophy as focused on relationship building.

“My job is to push educators to ask themselves, ‘Are my students engaged in their learning?’ If the answer to this critical question is no, then I believe school leaders need to have the tools ready to help teachers make necessary adjustments in order to ignite student interest and motivation to learn,” she wrote. “Thoughtful curriculum design leads to rich conversations around varied assessment practices. Our curriculum, instruction, and assessment practices need to support and promote innovative thinking, a culture of independence, and strengthen our collective moral purpose.”

The 2025 Superintendent of the Year is RSU 12’s Howard Tuttle, who oversees the rural district including Alna, Chelsea, Palermo, Somerville, Westport Island, Whitefield and Windsor. Frost-Bertinet and Tuttle received the awards at the annual Maine School Superintendents Association meeting in Wednesday morning in Augusta.
