PARIS — A judge set bail at $75,000 Friday for a Rumford man who reportedly crashed his truck into a home, set it on fire and shot at people there.

Billy Morvent, 59, appeared in Oxford County Superior Court by videoconference from a hospital bed.

He was charged Thursday with three counts of attempted murder and one count of arson, each felony punishable by up 30 years in prison.

Morvent also was charged with three counts of criminal threatening with a dangerous weapon and one count of aggravated criminal mischief.

Each of those crimes is punishable by up to five years in prison.

Oxford County Superior Court Justice Maria Woodman said she set a high bail for Morvent “due to the severity of the nature and allegations in this case.”

Woodman also imposed conditions of Morvent’s release, should he post bail, that included no use of alcohol or illegal drugs for which he may be searched if suspected of violating that condition.

Morvent is barred from having any incendiary devices and dangerous weapons, including firearms, for which he may be searched and tested at random.

He is prohibited from having any contact with any of his alleged victims, Woodman said.

Morvent must follow mental health treatment recommendations and take all prescribed medications, she said.

Woodman also ordered a mental health evaluation of Morvent by the Maine Forensic Service.

She appointed Auburn defense attorney Justin Leary to represent Morvent.

Through a temporary defense attorney Friday, Morvent expressed no interest in returning to his home in Rumford where he has no family and asked to be placed in a veterans’ home or a mental health facility.

Morvent was found Nov. 6 in his Rumford home at 76 state Route 232 with a self-inflicted gunshot wound to the head, hours after police say he crashed his truck at a nearby home, then torched the truck and fired at people at the home.

Morvent was taken to Maine Medical Center in Portland with life-threatening injuries.

Authorities said events got underway at about 8 p.m. Nov. 5 when the Oxford County Regional Communications Center in South Paris received 911 calls reporting sounds of gunfire near Morvent’s Rumford home.

As local police responded, more calls reported Morvent had left his home and crashed his pickup truck into the home of Matthew Thurston at Jade’s Homegrown Farms at 61 state Route 232.

Police said Morvent was shooting a rifle at people and at that home.

Officers learned Morvent was still armed and had fled on foot in the neighborhood.

Reports also suggested three people had taken cover in a nearby ditch and that Thurston’s home was on fire.

Investigators from the Office of the State Fire Marshal worked closely with the Rumford Police Department and the Oxford County District Attorney’s Office throughout the investigation, Moss said.

The Maine State Police Tactical Team negotiators successfully convinced Morvent to surrender peacefully shortly before 1 a.m. on Nov. 6 at his home.

Rumford police seized multiple firearms and a large cache of ammunition at the house and recovered the “AR-style” rifle believed to have been used during the incident.
