• Karen Zaramba joined Charter Oak Capital Management as a senior financial adviser.

Zaramba, of Eliot, has more than 25 years of investment experience. She was previously with Capital L. Group.

Marny Swindell joined the firm as a client service associate. Swindell has more than 15 years of experience working with regional banks, independent brokerage firms and investment advisers.

John J. Cronan III joined Preti Flaherty as an associate in its litigation and workers’ compensation groups.

Cronan, of Portland, was previously a paralegal in Boston.

Kathryn E. Cogan joined PDT Architects as an architectural designer.

Cogan is working on Avesta Housing’s Adams School redevelopment project — 16 units of housing at the Adams School site on Munjoy Hill. She was previously with an architecture firm in San Francisco before moving to New England in 2010.

Christopher Wasileski joined OceanView at Falmouth as the development project manager for its main lodge expansion project.

Wasileski previously worked as a campaign office manager for the Maine Democratic Party for northern York County.

Jeff Cabral was named director of McArthur Public Library in Biddeford.

Cabral was most recently director of the Yeadon Public Library in Pennsylvania.

Karen Bryant joined Fairfield Kilgore Agency as an inside sales representative.

Bryant, of Wayne, has more than seven years of experience in the insurance industry and most recently worked as a property and casualty insurance agent at Readfield Insurance Agency.

David Lawler joined Berry, Dunn, McNeil & Parker as a systems administrator.

Lawler, of Buxton, was recently the director of Internet technology for the city of Saco.

Frank Curran returned to The Times Record as its new vice president of sales and marketing.

Curran, of Westbrook, worked at The Times Record from 1992 to 2009. He was previously with Mainely Media, publisher of six weekly newspapers in southern Maine.

PROMOTIONS

Matthew J. Gilbert was promoted to vice president and commercial portfolio loan officer at TD Bank in Auburn.

Gilbert, of South Portland, joined TD Bank in 2003 as a commercial credit analyst and also served as a corporate compliance specialist before moving into commercial lending in 2009 as an assistant vice president.

Kati Chandler was promoted to branch manager of Norway Savings Bank’s Exchange Street branch.

Chandler, of Richmond, began in the banking industry in 2003 as a teller at Norway’s Topsham branch.

Jordan Butterworth was named a commercial loan specialist manager at TD Bank in Portland.

Butterworth, of Baldwin, joined TD Bank in 2004 as a commercial loan administrator and most recently served as a commercial loan specialist.

Debra Burrows was promoted to financial service manager and assistant vice president at the South Berwick branch of People’s United Bank.

Burrows, of Waterboro, joined the bank’s call center in 2004 and became manager of the South Berwick branch in 2008.

Donna Mrowka and Emily Gilkinson have joined LearningWorks.

Mrowka was named director of juvenile justice. She is a licensed clinical social worker who has spent 30 years in the field.

Gilkinson was named director of literacy volunteers for Greater Portland. She has a background in elementary education with specialties in English and special education.

Fletcher Kittredge, chief executive officer of GWI Inc., was named business leader of the year by MaineBiz.

MaineBiz selected Kittredge based on GWI’s 17 percent growth in the past three years. Additionally, MaineBiz recognized Kittredge’s leadership in drawing $32 million in federal and private funding for the 1,100-mile Three Ring Binder rural broadband expansion project in Maine.

Bowman Constructors in Newport has acquired Hardy Construction in Winterport.

The company was owned by third-generation general contractor and business owner Todd Hardy.

The acquisition adds two superintendents and four craftspeople to the team, along with Hardy, who brings expertise in project management and business development.

The following people have joined the Kennebunk-Kennebunkport Chamber of Commerce: Kate Rumery, Gail Kingsley, Barry Tibbetts, Michele Chapman and Larry Mead.

Rumery has been in the banking industry for 30 years and has worked for People’s United Bank for the past three years as a financial service manager.

Kingsley is the managing partner in the law firm of Libby O’Brien Kingsley and Champion LLC, with offices in Kennebunk and Waltham, Mass.

Tibbetts has been the town manager of Kennebunk since November 1998. He has more than 18 years of municipal management experience, including six years as the town’s assessor.

Chapman is a merchant services representative with TD Bank with a background in cash management and retail business solutions. She has more than 13 years of banking experience, all with TD Bank.

Mead has been town manager of Kennebunkport since December 2006 and has more than 30 years of municipal management experience, including eight years as assistant city manager in Portland.

Rinck Advertising in Auburn was named the advertising and marketing agency of record for Bedard Health Care and its three divisions: Bedard Pharmacy, Bedard Medical Equipment and Supplies, and Bedard Long Term Care Pharmacy.

Richard T. Harris, president of Block Island Maritime Funding, announced the formation of the Maritime Funding Association of Maine, a 501(c)(3) nonprofit organization.

The association is bringing together five maritime nonprofits to centralize and administer charitable boat donations. Charter members of the association are: The Apprenticeshop in Rockland; Friends of Casco Bay in South Portland; the Maine Island Trail Association in Portland; Maine Maritime Museum in Bath; and the Penobscot Marine Museum in Searsport.

Susan Rhodes of Bath was appointed executive director of the association.
