Hill, 66, of Durham, was charged with domestic violence assault and obstructing the report of a crime.
Police went just before 10 p.m. to the intersection of Weymouth and Stanwood streets after witnesses reported the incident, Deputy Police Chief Marc Hagan said.
“He struck her several times, she tried to call police, he took the phone and got out of the vehicle, and she drove off,” Hagan said.
Police interviewed Hill, who was still at the scene, and the 56-year-old woman, who they located nearby. The woman showed signs of assault, Hagan said, but was not transported to the hospital.
Hill remained in Cumberland County Jail on Tuesday morning, held on $1,000 unsecured bail. He is scheduled to appear in West Bath District Court on Sept. 3.
Hill was a Brunswick police officer from 1981 to 2002, Hagan said.
