The Freeport Town Council was scheduled to wrap up its budget season Tuesday by voting on capital, tax-increment financing and operating budgets.
The meeting was held after the Tri-Town Weekly publication deadline.
The $9,447,391 operating budget up for consideration is a reduction of approximately $5,000 from where the council started a couple of months ago. The capital budget is $1,412,600 and the tax-increment budget is $181,000, Town Manager Peter Joseph said.
The municipal budget will add 6 cents to the tax rate, and the Cumberland County levy will bump it up by 3 cents. The total impact of all three – town, Regional School District 5 and county – is an added 13 cents.
“None of the operating budgets are showing much of an increase,” Joseph said. “We’ve reviewed this pretty thoroughly. There are no new major programs or new employees.”
The capital budget includes $176,000 for a new chassis, plow and wing for a public works truck. There is another $110,000 for a communications upgrade for Freeport Fire/Rescue, and a $100,000 donation to the Tri-Town Track & Field Project. The organizaion is rasing significant money and working with Regional School Unit 5 to replace the grass playing field at Freeport High School with a synthetic turf field and surrounding track, to be named for Joan Benoit Samuelson.
The $181,000 tax-increment-financing budget would fund the Freeport Economic Development Corp. with $95,000 and sidewalk improvements.
Protection/law enforcement ($2,497,050) and public works/solid waste ($2,130,763) are major components of the operating budget.
