I am writing in support of Katey Foley’s bid to become a member of the Scarborough Town Council. It has been my pleasure to have known Katey for 15 years, first as child care supervisor working with high-risk adolescent girls at Harbor Schools and Family Services of Massachusettes. Katey managed a complex array of tasks in supporting this very difficult group of young women. Katey brought exceptional commitment, intelligence and a profound work ethic to program life which integrated special education, social work, recreation, family work and various psychological therapies.
After moving to Maine, I found Katey administering in school vocational programs in several school districts, again managing a demanding range of responsibilities.
My next encounter with Katey was in the effort to find a practical solution to the problem of dog owner access to Scarborough beaches, a sometimes contentious problem, with strong opinions pitting beachgoers and the survival of the Piping Plover against the interests of dog owners. The resulting ordinance, which satisfied the interests of most parties, was a direct result of Katey’s investment of countless hours on the ad hoc committee, which was tasked with proposing a workable solution to the problem.
I am confident that Katey will bring the same reasoned and diligent effort to the difficult work of the Scarborough Town Council.
