From the Biddeford-Saco Journal: “Voters will go to the polls on Monday, Dec. 13 in an election that has been described by one of the candidates for the council, incumbent Leopold (Paul) V. Sicard, as ‘one of the most important ever held in our town’s history.’ Sicard stated that this town is going through a period of transition, in which the town council will act as the governing body, in all matters, and play the major role in determining Old Orchard Beach’s ‘complexion and orderly growth.”
