PORTLAND (AP) — The former chief executive officer of York County Community Action Corp. has pleaded guilty to conspiracy, embezzlement and tax evasion.
Prosecutors say Thomas Nelson admitted embezzling $900,000 between 2004 and 2010 from the agency that provides social service, health and education programs in York County, using part of the money to pay personal credit cards and home mortgage bills and to gamble.
U.S. Attorney Thomas Delahanty says $413,000 was paid to a consulting company that kicked back money to Nelson and that another $400,000 was transferred to the defunct nonprofit New England Community Action Agency, where Nelson then diverted funds to himself.
Under a plea agreement, Nelson agreed to pay back $1.2 million and about $150,000 to the Internal Revenue Service. No sentencing date has been set.
