AUGUSTA —  The proposal to allow slot machines at a harness racing track in Biddeford will be the top citizen initiative question on the Nov. 8th ballot, but it may turn out to not be the top question.

The order of questions was determined today by a drawing by Secretary of State Charlie Summers.

The top question asks whether to allow slot machines at a harness racing track in Biddeford or another community within 25 miles of Scarborough Downs, subject to local approval, and at a harness racing track in Washington County.

The second question asks whether to allow a casino with table games and slot machines in Lewiston.

If a proposed people’s veto question about voter registration makes it to the ballot, it would become the top question.
