WINDHAM – A Windham Middle School student was struck Thursday morning at about 6:45 a.m. while attempting to cross Route 115 to board a waiting school bus.

According to Windham Police Sgt. David Thomas, Xin Lao Chen, 12, was struck by Ryan Boucher, 22, who was driving toward North Windham on Route 115 near the intersection of Falmouth Road. Chen was taken to Maine Medical Center, where he is reportedly in stable condition.

The boy was hit while crossing the westbound lane after a school bus had stopped and activated its flashing lights, Thomas said.

Thomas said alcohol was not a factor. Boucher’s speed at the time of the collision has yet to be determined. The accident occurred prior to sunrise, so glare was not a factor either. The accident occurred just west of the Route 115/Falmouth Road intersection. The speed limit drops from 45 mph east of the intersection to 35 mph where the accident took place.

Thomas said Boucher’s 2001 Toyota 4-Runner had significant damage to the middle of the front bumper.

“It appeared as if the 4-Runner had collided with a telephone pole,” Thomas said.

Chen was conscious at the scene and taken to Maine Medical Center. He is a resident of Gin Mill Lane neighborhood.

Traffic backup was significant since the accident took place during the morning commute, Thomas added.

Windham Police have yet to charge Boucher and are working with the Cumberland County District Attorney’s Office. Thomas said the minimum charge at this point would be failure to stop for a school bus.
