PORTLAND — The Planning Board today voted 5-2 to recommend that the City Council modify the zoning agreement that the council made six years ago with the developers for an 82-unit condominium project in the East End called the “Village at Ocean Gate.”

The developers now propose building a 94-unit apartment building called the “Bay House.”

The developers in 2006 agreed to pay $200,000 for the cost of extending Hancock Street. They are now asking that they pay that sum over a 10-year period, at $20,000 a year.

The City Council will make the final decision.
