James D. Campbell was promoted to the rank of brigadier general by Gov. Paul LePage on Sept. 7 at the State House in Augusta. Campbell is the 40th adjutant general of the Maine National Guard and commissioner of the Department of Defense, Veterans and Emergency Management. He joined the Maine Army National Guard in 1995 after nine years of active duty service. He most recently served as the deputy chief of operational plans at the U.S. Central Command in Tampa, Fla. He has received several honors and decorations for his service. Campbell graduated from Colby College and has a master’s degree in European history and a Ph.D in British history from the University of Maine.

Retired Maj. Gen. Bill Libby of Waterville, formerly the adjutant general of Maine, was recognized by the country of Montenegro for his leadership and efforts in establishing a State Partnership Program between Maine and Montenegro. The Montenegrin Flag Medal to Libby was presented to Libby in a ceremony at Camp Keyes, Augusta.

Air National Guard Airman 1st Class Heather M. Boutin graduated from basic military training at Lackland Air Force Base, San Antonio, Texas. Boutin is the daughter of Christine Boutin of Steep Falls, and granddaughter of Roseanne Boutin of Waterville. She is a 2010 graduate of Bonny Eagle High School.
