A concept plan for a new 26-lot residential subdivision and dead-end road off Beech Hill Road was presented anew Thursday to the Project Review Board.

The application initially was submitted in 2009 and given preliminary approval, with several alterations suggested. The application expired in December 2012 and had to be resubmitted.

The new application in front of the board follows the same basic concept as the previous one — including two required waivers.

One waiver would allow the proposed dead-end road to be 3,200 feet long; current ordinance limits the length of dead-end roads to 2,500 feet.

“It’s been waived so much that the waiver (to this ordinance) is now the norm,” said Project Review Board member Clifford Goodall.

The subdivision would be located in the Merrill Brook watershed, where concerns about water quality prompted board members to raise questions regarding the development’s stormwater plan.

That plan was to be designed with input from Town Engineer Albert Presgraves. A second culvert was added from the original application to control runoff. Models indicate that runoff from storms could decrease post-development.

The question of an easement for public access to a snowmobile trail located on the edge of the property has yet to be resolved.

Fifty-two acres of open space are also proposed as part of the development.
