The superintendent at Winslow Memorial Park is reminding pet owners of the proper care of dogs at the park, following a reported incident of dogs fighting there on March 15.
Neil Lyman said that, as the weather gets warmer, more people bring their dogs to the park, but he sees no pressing issues.
“It was getting warm out, and it was a very busy day,” Lyman said. “It happens every single year. It gets crazy, and somebody reported that two dogs were fighting. They called police about a dog altercation, but police came and saw nothing.”
The most common complaint regarding dogs at the park is that the owners do not pick up feces, Lyman said.
“There’s a lot of people who use the park for dog walking, and that’s good,” he said. “There are always issues in the spring. Groups of park users usually come by and pick up.”
Lyman said he does not want Winslow Park to become like dog parks in Portland that are loaded with doggy-do.
“We just want to make sure that people are keeping an eye on their dogs,” he said.
The public uses Winslow Park mostly during warm-weather months for its oceanside beach, campsites, trail, picnic tables, boat launch, Thursday night concert series and camping. But people also use the park during the winter, and walk their dogs there throughout the year.
Lyman said that dogs are required to be on leashes from May 1-Oct. 15, and “within control” of their owners during the winter months.
The Winslow Park Commission sets the rules and manages the park, though “the Town Council is the top of the ladder,” Lyman said.

• Dogs must be on leash at all times from May 1-Oct. 17.
• Dogs must always be under the owner’s voice control and within a reasonable distance of the owner.
• All dog waste must be picked up and deposited into one of the trash receptacles on premises or removed from the park.
• Dogs are never allowed on the beach or in the vicinity of the playground.
• Dogs are not to be on any of the privately owned properties within the park gates.
