LISBON
The Lisbon Town Council will consider approving the school budget validation referendum warrant when it meets at 7 p.m. today at the town office.
As drafted, the school budget validation referendum warrant for June 9 asks voters if they favor the school budget to be adopted at the May 12 council meeting and also asks if they vote no, to indicate why by circling “too high” or “too low.”
The council will also be asked to accept Homeland Security grant supplemental funds and approve use of forfeiture funds for the police department.
The council is slated to commit sewer rates and will consider renewing mobile home park licenses, as well as renewing a liquor license for Angelo’s Pizzeria and Restaurant.
Councilors will give a first reading of proposed zoning map and table of land uses changes. Proposed is a change of industrial to commercial zoning for properties at 725 and 743 Lisbon Street as well as a portion of the Maine State Railroad — to allow for more commercial use businesses. Property at 568 and 570 Lisbon St. would change from limited residential to commercial zoning to reflect the current commercial use of the properties.
Also proposed is a change from general residential to village zoning for 10 Memorial St. and 29 Spring St. to reflect the current village and commercial use of this area.
Another proposed ordinance change the council will see is the section regulating officers and duties. The zoning board of appeals officers would be elected at the first regular zoning board of appeals meeting at the start of the fiscal year rather than after the annual town meeting. Language has been added to prevent any member from being elected as chair for more than two consecutive terms.
The council will also discuss the portion of the ordinance in Chapter 2 regarding the finance committee.
The council is scheduled to appoint a parks and recreation director following the town manager’s recommendation to combine the town’s parks and recreation departments. Councilors will also hear updates on the budget and the Androscoggin River Trail.
