SACO — Tom Roughan will be the new Ward 3 City Councilor, confirming a vote that had taken place last week.
Roughan will fill in a vacancy left by former City Councilor Bette Brunswick, who quit last month, stating in a letter to city officials that she had sold her home and was moving to a different ward.
The city council unanimously appointed Roughan to the seat Monday night, according to City Councilor Kevin Roche.
This was the second time the council voted on the matter. The council had voted 3-1 to appoint Roughan to the position on July 6. City officials later learned that, per city charter, the decision needed four votes to be binding.
Roughan was one of four residents who applied for the position, which will end in November. Roughan has said that he plans to run for reelection in November.
Roughan stated at a City Council meeting last week that at a prior residence, he had served on a municipal finance committee and was involved in the local chamber of commerce.
He also has done volunteer work at the Saco Fire Department as the newsletter editor.
Roughan said part of the reason he wanted to become a city councilor was to pay a debt to the city. In February, first responders came to his rescue after he had a heart attack in his home.
