SURPRISE, Ariz. — Kansas City Royals reliever Tim Collins will need Tommy John surgery for the second time.

The team said Thursday he tore his elbow tendon again while rehabbing. The Royals had been optimistic he would return in May. Then he experienced soreness while throwing recently and the team ordered an MRI.

The 26-year-old left-hander has not pitched since Game 6 of the 2014 World Series. His initial reconstructive elbow surgery came during last spring training.

Collins led American League relievers with 93 strikeouts in 2012 and was 12-17 with a 3.54 in 228 bullpen appearances over four seasons. He will make $1.48 million this year.

MAJOR LEAGUE Baseball is opening an office in Mexico City, joining its existing branches in Beijing, London, Sydney, Tokyo and Santo Domingo, Dominican Republic.

MLB also announced an extension through 2018 of its broadcast agreement with Televisa, which includes regular-season games, the All-Star Game and the postseason.

TIGERS: Daniel Norris will start the season on the disabled list.

After seeing a back specialist Thursday, the lefty was diagnosed with three non-displaced fractures in the spinal process

In 2015, Norris posted a 3.75 ERA in 13 starts between the Tigers and Blue Jays. He was the centerpiece of Detroit’s return for lefty ace David Price at the trade deadline and was thought to be the front-runner for a rotation spot this spring.

MARLINS: Giancarlo Stanton hit his second home run in as many days, a blast that bounced off the roof and over the clubhouse in left field and was easily the highlight of Miami’s 8-4 loss to Minnesota at Jupiter, Florida.

METS: In a bizarre play, center fielder Yoenis Cespedes backed away from a ball that was in plain sight underneath the padding on the wall, giving the Astros an inside-the-park homer in their 8-5 win over a New York split squad at Port St. Lucie, Florida.

ROCKIES: Right-hander Jon Gray won’t be ready for the start of the season due to an abdominal strain.

PADRES: San Diego granted Casey Janssen’s request and released the veteran reliever.
