A pair of public hearings — one for a connector road at Cook’s Corner and the other for a special permit to allow a future school to be built on a non-conforming site — will take place in Brunswick tonight.
The Brunswick Planning Board will hear from the public about Brunswick School Department’s plans to demolish the current Jordan Acres Elementary School and build a new pre K-2 school on the 17-acre site at 75 Jordan Ave.
The proposed school building is approximately 79,000 square feet. The maximum building footprint for a structure within this zoning district is only 5,000 square feet. A special permit for non-conforming building footprint expansions is therefore required.
There are several performance standards the project must meet to receive the special permit, including standards regarding noise, traffic generation and neighborhood protection standards.
Site preparation is slated to take place between May and September. Construction is expected to being in summer 2018, with the project anticipated to be completed in the summer of 2020.
The planning board will also conduct a public hearing before taking any action on the proposed Cook’s Corner Connector Road. The new public roadway would run between Admiral Fitch Avenue and Gurnet Road.
The connector road is expected to help with economic development efforts and to reduce traffic volumes on Bath Road. Portions of Forrestal Drive would be discontinued under the plan.
The final plan major development review application was submitted by the town of Brunswick. The proposed road will be constructed on approximately 2.4 acres owned by Priority Group LLC, Brunswick Landing, Venture LLC, and Brunswick MZL LLC. The town is currently working on completing a formal purchase-and-sale agreement with the property owners.
Proposed is a 1,500-linear-feet long road with three 11-foot wide travel lanes, a 5-foot wide bicycle lane on both sides of the road, and a 6-foot wide sidewalk with a 6-foot esplanade on either side.
The town has hired Milone & MacBPlanners room Inc., and DM Roma Consulting to provide design and permitting service for the roadway project.
According to John Adams, the regional manager for Milone & MacBroom, the town plans to fund the project through a combination of sources, which may include Maine Department of Transportation funding and the creation of a tax increment financing district. The town council will be responsible for approving the project funding prior to construction. The project is expected to cost approximately $2.1 million.
The planning board reviewed and approved the project sketch plan on Oct. 24, 2017.
